As a general guide: filings and prosecution before CNIPA, the Trademark Office, and the Reexamination and Invalidation Department, together with cases before the Beijing IP Court or the IP Court of the Supreme People's Court, are handled by the Beijing headquarters. Clients in East China, and foreign-related commercial matters, can go to the Shanghai office; clients in South China, and those in cross-border e-commerce and manufacturing, to the Shenzhen or Guangzhou office; and matters involving Hong Kong, Macau, Taiwan, or Korea to the corresponding office.
Whichever office you contact first, the firm allocates the handling team internally according to the type of matter. You do not need to work out which office should take it.
